If its JDM-spec, could it be that the car itself is limited to a certain speed?

Weren't some evos limited so something like 120mph?

Well, that's makes sense.

But i'm pretty sure he already remove the limiter since when the car hits 180kmh, he keeps pulling.

276 hp - top gear at max rpm probably would have been a bit under 180.

It stop at 180 because it is most likely a JDM car and all Japanese cars are electronically limited to I believe 112MPH.

180 km/h speedo is required (I believe by law even) on all Japanese-spec cars, since that's the speed they are limited to (definitely by law). The Skyline GT-R was only ever sold in Japan so that's why all of them have 180 speedos from the factory.

Most people install 240 or even 300 km/h speedometers on their GT-Rs, but I think the 180 speedo is kinda charming.

The 180km/h speed limit on all Japanese cars was pointed out in FnF Tokyo Drift (although I really don't blame you if you haven't seen it!) when Han tells the American guy about it and says "so if you're going faster than that, they [the cop cars that just watched them blast past] can't catch you".
